Galaxy Note PhonesI second the Malwarebytes. Their free version has no adware, is fully functional and free forever. Advanced features will cost but, depending on what features you want, it costs between $34-$49 per year and it includes 3 devices (they don't even all have to be yours)
However, you have malicious adware that may have come from within a legitimate app you installed. I just recently read an article (incidentally, published by Malwarebytes on their blog) about how these rogue replicators are taking over legitimate ad space and Google Play protect and many scanners can not detect them because they are not present when the scan takes place. https://www.malwarebytes.com/adware
You might also want to utilize Good Lock's Nice Catch to see which app the ads are coming from.

Galaxy Note PhonesMalwarebytes does not have pop-up ads on their site, nor do they ever have a pop-up telling you to remove a virus unless you already have the app installed and, in fact, have malware; and they are easily recognizable from malware ads. On the Malwarebytes website, on the page I gave you the link to, they have a free adware scan. It will only scan if you click it, so you will know it's legitimate. I have had Malwarebytes for years, and I consider the annual fee money well spent. I have it on my desktop computer, my laptop and my phone. I use the free version on my spare backup phone.

Galaxy Note PhonesYes, you can drop the Norton 360. You can also turn on the free app protection in the phone's security settings as an extra layer of protection (I keep it off since MB does the job). It's usually not good to have more than one anti-virus program, as they fight with each other. However, Norton is the most frequently scammed antivirus app for when those ads come up, which trick people into clicking them. You won't see that kind of malicious adware with Malwarebytes.
As for your MB scan, it likely didn't really remove anything, so much as block them from popping up, as that's one of it's functions. If they don't pop-up, you can't accidentally (or in a panic) click on them. In most cases, clicking on these malicious ads help them replicate, in the worst case it steals your data.
